Preheat the oven to 450°F. Line a baking sheet with parchment paper then grease it with cooking spray.
Dry the hot dogs thoroughly and then cut each hot dog horizontally into four equal parts.
Lightly flour your work surface then turn out the dough. Using a roll pin, roll it until it is 1/4-inch thick and roughly a square shape. Using a sharp knife or pizza wheel, cut the dough into strips that are 1-inch wide and 3 inches long. (You need a total of 20 strips.)
Place one piece of hot dog on each strip of dough and roll it up tightly, pinching the ends firmly together to seal them shut.
In a large heavy-bottomed stock pot set over medium-high heat, whisk together the water and baking soda. Once the mixture is at a rolling boil, add a portion of the pretzel dogs and boil them for 20 seconds.
Using a slotted spoon, remove the pretzel dogs from the water and place them on the lined baking sheet seam-side down, spacing them 1 inch apart. Repeat the boiling process with all of the pretzel dogs.
Brush the tops of the pretzel dogs with the egg wash then sprinkle them with Everything seasoning or salt.
Bake the pretzel dogs until they are golden brown, about 10 minutes. Remove them from the oven and let them cool slightly. Serve with ketchup or mustard for dipping.
